Does Blockbuster Pay Royalties To Rent Movies/games?

Before every movie you watch, there is of course the very well know FBI anti-piracy warning that you cannot copy, rebroadcast, or reproduce movies without express written consent…blah blah blah. I am curious if Blockbuster/Hollywood Video found a loop-hole in the law that allows them to rent out movies/games, because it seems that there would be a conflict of interest if they then were allowed to sell the used copies of those DVD’s (and Blue-Ray discs) as “Previously Used”. It seems to me that they would “want their cake and eat it too” (or whatever the heck the saying is). If I were to open up a store and wanted to rent out movies/games, would I have to find someone to pay for it to be legal, or would I be able to? Also, I want to know if I charge admission to my (hypothetical) sports bar, do I have to pay a royalty to MLB to show a Cubs game on TV? To show movie on television/DVD? A video game tournament? Charging admission for people to come in and play video games (kinda like old-school arcades but with home consoles and televisions instead of coin-ops)? Answers to any of these questions would be appreciated. Thanks!
